Overview
This article explains how to change Google Chrome settings so PDF files download and open in Adobe Acrobat Pro instead of opening in the browser, ensuring that filled‑out PDF forms can be properly saved.
Problem
When a user downloads and opens a PDF file in the Google Chrome browser, the file opens within a Chrome browser tab instead of Adobe Acrobat Pro. When opened this way, any form fields completed in the PDF are not saved, resulting in lost data.
Cause
By default, Google Chrome is configured to open PDF files directly within the browser using its built-in PDF viewer. Chrome’s built-in viewer does not fully support saving completed form fields, especially for advanced or fillable PDFs.
Solution
Change Chrome’s PDF settings so that PDF files are downloaded instead of opened in the browser. This allows the file to open in Adobe Acrobat Pro, which properly supports form completion and saving.
Steps to Resolve
- Open Google Chrome
- Click the three-dot menu (upper-right corner)
- Select Settings
- Navigate to:
- Privacy and Security
- Site Settings
- Additional Content Settings
- PDF documents

- Change the setting from:
- ✅ Open PDFs in Chrome
to
- ✅ Download PDFs

Expected Result
- PDF files now download to the user’s computer instead of opening in a Chrome tab.
